Hello Art: thanks for the insightful comments.

The study is worrisome because it has such a small sample. The topic does need more attention.

It's a bit of a truism of emergency response that "stress makes you stupid." Good to see that addressed in more rigorous terms!

However, we may want to keep an eye on how these findings are used, especially when they're reduced to PowerPoint bullets. It might be tempting for some to adopt them as a rationale for elitism and/or paternalism.

We'll need to bear in mind that, a) responders, disaster managers and senior officials are subject to the same psychological effects, and b) our task is to support and restore the competency of disaster survivors, not to substitute our own.

There was an excellent presentation re the likelihood of urban earthquakes by a representative of the World Bank at the recent International Disaster Conference and Expo in New Orleans. The speaker made two important points:
• Just as coastal disasters are more likely because we are building on our coasts, urban earthquakes are more likely because more and more cities are located on faults. He cited Khartoum, and several of the new Chinese mega-cities as examples.
• We haven't learned how to tailor our humanitarian response to urban earthquakes as well as we have some other types of disasters.
I'll be posting a blog on the meeting next week on the CARRI site (blog.resilientus.org).

I disagree ... blog posts are often filled with more understanding of an issue and insight than many other forms of written communications ... blogs and micro-blogs also have this advantage: people read them ... they're short ... no one reads dissertations anymore ... so if nobody reads a paper ...it might as well not exist ...
