  1. The CRS report has an egregious misstatement regarding major disaster declaration “Factors.” On page 17 it equates the capitation factor with a threshold. Even former Administrator Fugate in Senate testimony explicitly rejected equating capitation as a threshold. FMAGs have an annually updated, published dollar threshold agreed to by the States. Major disasters (DRs) and Major Emergency declarations (EMs) do not have a threshold. SLTT’s should never accept that equation. Uninformed editors may confuse the terms but Emergency Managers cannot accept such confusion. IMHO the report needs to be pulled and re-written.
