Tornado Shelters – great idea that has been slow to catch on

It does appear that some people have learned their lessons from the many tornado outbreaks in 2011.  See this article re individual and community storm shelter construction.

  1. FEMA and the NFIP program managers allowed tornado shelters in basements in the Upper Midwest in the late 70’s and almost all flooded out at one time or another. So rooms above ground a better idea.
