DHS has issued a new document (22 pp.) that provides guidance on the use of social media for community engagement; Sept. 2012. Basic information provided in a document with a dull title and a less-than-exciting format.

Very odd. Not a common problem with a public document from a government source.
Caution. Both Safari and Firefox warn this is a squirrelly URL, and if I go direct to DHS.gov, it says it has no record of such a document by title or DHS number.
