If I am reading this correctly, most local governments are not eligible to apply…too bad. I understand why they are coordinating through states, but really restricts creativity at a local level and might perpetuate biases that states already have towards certain cities/counties/communities. I would love to see an open competition that encourages communities to partner with universities or non-profits to help prepare applications/projects.
I agree with you. An open and inclusive resilience competition is a great idea.
