From AP New: Who gets more disaster aid? Republican states. Experts explain that and more about FEMA.   An excerpt:

“Most states simply don’t have enough money to handle big disasters, said Susan Cutter, director of the University of South Carolina’s Hazards Vulnerability & Resilience Institute. They’re going to suffer because they don’t have capacities to deal with it without federal help.”

  1. I’m a little perturbed by all of the Sturm and Drang over FEMA. The bottom line is that there are lots of opportunities to improve FEMA. Rather than decry Trump (an all too easy target), why not take him at his word and propose real reforms? For example, rather than the chaotic funding cycle we now have for disasters, let’s set up “capital accounts” for state EMAs to draw on. These would be funded at a constant annual level (perhaps reflecting decadal disaster spending). States would have more consistent disaster funding and the federal government could better budget for disaster. Incentives for improved mitigation could also be built in.

    Bottom line: many (including the GAO) have pointed out the need to improve FEMA. If you fight it, you’re voting for the status quo. If we all work with the process, we may just get to a better place. If we don’t…
