So far (April 9) the only discussion of the meaning and implications of this document is taking place on the Homeland Security Watch blog; the blog posts there are generating some interesting commentary.
- FEMA Strategic Plan for 2011-2014 and FEMA’s Capstone Doctrine (dated Nov. 2010) are available here.
- National Earthquake Resilience: Research, Implementation, and Outreach; a 244 page report from the National Academy of Sciences. It can be browsed online or ordered in hard copy.

Interesting to see both docs arriving about the same time. Wonder if they were coordinated or even if FEMA mentioned in new NSPD-8!
But hey with the shutting down of the Executive Branch and President out of town showing again his deep concern for governance may take a while before the inconsistencies in the new docs are understood.
