This report is a very interesting summation of many years of GAO studies.  Be sure to read Why GAO Did This Study, which is in the Highlights section on page one of the full report.

  1. I enjoy these type articles. There should be open discussions about this issue. Unfortunately in small counties such as i live in cannot even maintain its current infrastructure much less consider mitigating against disasters. The tax base doesn’t exist, and raising the tax rate over 10 percent is not acceptable and although the disaster relief fund seems bottomless it too comes from.our pockets. So definitely no easy answers.
