  1. This book has been the best introduction to emergency management I could offer my students, no matter the level, undergrad or graduate. I required graduate students to read it before the first day of class, and come prepared to report on one of the chapters. What a great way to start the semester! The history of disasters and the federal response to them is an eye-opener for EM students. The book is very well written by a cadre of experts, and it is very well edited. It’s a must read for all of my students.
Dr. Tom Phelan used this book at Elmira College, American Public University System, and Onondaga Community College. It has also been listed in my bibliographies at FEMA EMI.
