The National Preparedness Report is a requirement of the Post-Katrina Emergency Management Reform Act and a key element of the National Preparedness System. This annual report evaluates progress and challenges that individuals and communities, private and nonprofit sectors, faith-based organizations, and all levels of government have faced in preparedness. The report offers all levels of government, the private and nonprofit sectors, and the public practical insights into preparedness to support decisions about program priorities, resource allocation, and community actions.

Soooo … since the National Preparedness Report (2018 edition) prepared by FEMA does not mention the terms of “climate change or global warming” it has no value? I think it does a nice job of describing the emergency management challenges facing the nation and how to address them In order to mitigate future damages from storms.
Only in the nation’s capital region does the words of “climate change or global warming” have such an overwhelming importance to a point where it impacts short term operations and/or daily life.
Just take a hard look at what is going on in CA regarding the terrible fires and tell me climate change is not a factor.
