From my worm’s-eye view as someone who worked at FEMA both before and after the establishment of DHS, I totally agree with getting rid of this monstrosity. Trying to respond to a disaster once FEMA came under DHS was like trying to swim with a rock tied around your neck. Hope the next Administration can remedy this. And maybe make FEMA an independent agency again.
