Conversely, the states with the most effective rollouts of the vaccine are the rulebreakers (per George Will’s column in WaPo yesterday. This is similar to work by Shade Shutters (have to love the name!) showing that communities with tightly coupled/clustered economies felt the Great Recession sooner, but also recovered faster. My two takeaways:
• Need to know your constituency – set your rules and approach to rulemaking accordingly;
• When assessing one community/state/nation vs another, don’t just look at one aspect but at the whole picture, i.e., not just loss but recovery.
