I know the topic of the FEMA workforce is of great interest to a lot of our readers. Here is a report that should be of interest; the 35 page report was just issued by the GAO today. The title is: FEMA Reservists: Training Could Benefit from Examination of Practices at Other Agencies.

Very lame report—another waste of taxpayer dollars. This report could have been accomplished with one sentence:
Basic training of FEMA Reservists is required before initial deployment.
I think you could make that point about all agency staff, not to mention non-profits and voluntary organizations.
Why it is so hard to make the points that disasters are different and have special characteristics that one should know about in advance.
