    Severe repetitive loss properties have been a financial drain on the flood insurance program for years and it is a rather straight forward first step that could be taken in the overhaul of the National Flood Insurance Program (NFIP). While most would dispute, flood insurance could be viable if properly managed and enforced. Also, the Community Rating System program that is part of NFIP is one of the more successful federal government programs currently in existence. Build upon that success, make the long overdue hard changes and NFIP should survive.
