From the economic perspective, the NFIP is NOT insurance but rather a subsidy. Otherwise the program’s premiums and disbursements would self-liquidate. Today, the program is an infection.
If FEMA’s Special Flood Hazard Areas were not artificial, an array of private insurers would have developed this market.
Flood Mitigation Assistance Grants – with emphasis on “assistance” – are valuable tools to help the political subdivisions develop viable programs.
